Position Overview
The Export Compliance Officer will report to the Senior Export Compliance Officer (SECO)
in the KI-AD branch office. The KI-AD SECO and Managing Director will assign all duties
and tasks. A primary focus for this position will be the day-to-day oversight of the defense
service activities performed by KI direct manning personnel (DMP) assigned to various
manpower contracts in support of the UAE Armed Forces and to ensure strict compliance
with the International Traffic in Arms Regulations (ITAR) and multiple KI TAA’s. He/she
will be the key facilitator for access to all work sites and US DMP’s per the various Joint
Venture Agreements. Individual will assist in training, record keeping, reporting, and focus
on monitoring and auditing KI export compliance policy, procedures and worksites.

Familiarity with FMS programs is highly desirable as the position will work with KI, host
nation government, US Embassy Country Team, and KI affiliate companies to address any
retransfer or overlapping DCS/FMS issues. Individual should be currently proficient but
will be expected to complete training as directed to improve overall understanding of the
ITAR and EAR.
Responsibilities include:
• Ensures importing, exporting, and supply chain security activities comply with USG laws, implementing regulations, and guidelines.
• Reviewing and developing company export/import compliance policies,procedures and programs for KI and its core associated entities and ventures.
• Drafting timely export licenses, technical assistance agreements, technology control plans, and other forms of export licensing requests for submission to regulatory agencies.
• For applicable Emirati business partners and end-users, ensure that appropriate safeguards for the inadvertent transfer of controlled technology, data, and hardware are in place. Ensure that relevant KI export compliance policies are fully supported and implemented.
• Maintain strong relationships with host nation POCs enabling site/base access.
• Perform on-site end-use monitoring of personnel performing defense services to ensure activities remain within scope of relevant export authorization.Produce high quality written assessments based on end-use monitoring activities.
• Advises operating Program Managers on licensing policies, regulations, guidelines, and practices under EAR and ITAR. Responds to inquiries on the application of export control regulations and licensing policies/practices/guidelines to international transactions and program activities.
• Participate in planning, organizing, and supporting company export compliance training seminars and other KI compliance initiatives. Perform compliance in-briefings and out-briefings for employees working under KI export authorizations.
• Coordinates with KI’s HQ and its Emirati business partners for tasks related to distribution and execution of approved export authorizations, associated Technology Control Plans, and DN/TCN NDA’s and like documents requiring party signatures.
• Maintain export related record keeping functions and files.
• Managing internal and external audits and self-assessments.

• Analyze products to determine export jurisdiction and commodity classifications
Desired Qualifications:
• 5+ years experience, in ITAR and EAR compliance
• Bachelors Degree in Business, Government, or International Relations (Masters preferred)
• Knowledgeable of export control regulations and licensing policies and practices, with particular focus on defense trade controls (ITAR) and dual-use controls (EAR).
• Experience with Foreign Military Sales is a plus.
• Background in Information Assurance and/or Quality Assurance highly desired.
• Strong understanding of U.S. government agency responsibilities in the export licensing review process and their interrelationships is desired.
• Effective communication skills, both oral and in written, with corporate, business unit and U.S. Government counterparts.
• Experience with OCR’s EASE software, DTrade, AES, SNAP-R

Position is based in the UAE. Candidate must be willing to relocate and eligible for long term residency overseas.
