Job Description:
The Material Handling and Heavy Equipment Vehicle Maintenance Trainer will assist the Afghanistan Air Force (AAF) Vehicle Maintenance Training (VMT) Program Manager (PM) in executing the Vehicle Maintenance Training (VMT), which is defined as vehicle maintenance "Train the Trainer" (T3) Program. The AAF VMT Program will train ANSF Afghan Air Force (AAF) master instructors at the Kabul Air Wing Maintenance facility near Hamid Karzai International Airport (HKIA). The Material Handling and Heavy Equipment Vehicle Maintenance Trainer shall assist the AAF VMT PM in development of
a T3 instruction program for the AAF, as per vehicle manufacturer specifications and/or component/subsystem manufacturer specifications. The T3 instruction program may include: documentation of vehicle records, documentation of master instructor training, documentation of student training, preventative maintenance, general maintenance, use of diagnostic systems provided to the AAF, and maintenance of specialized major subsystems for AAF vehicles. AAF VMT specialized equipment may include:
  • Oshkosh T-1500
  • International 1200 Gal Water Tanker
  • Pierce F-550 Mini Pumper
  • Rosenbauer Fire Vehicles: Structural Pumper, Rescue Pumper, Water Tanker, Buffalo 4x4 ARFF, Buffalo 6x6 (ARFFV), and Nursing Truck 6x4 2400 Gal Tanker.
  • Various Cranes but not limited to:
  • International Model #6 Crane / 30 Ton
  • Miller Industries, International Max Force 9 MR30 Crane / 7 Ton
  • R-11 Aviation Refueling Trucks but not limited to:
  • Oshkosh and International Kovatch
  • Oshkosh H-series Snowplow
  • Various Street Sweepers
  • Various Material Handling Equipment vehicles i.e. forklifts
  • Various Heavy Engineering Vehicles i.e. dump trucks, bulldozers, loaders, and graders
Required Hours:
Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training five (5) days per week for up to ten (10) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.
Responsibilities:
  • Create programs of instruction, training support plans and lesson plans to develop a cadre of Afghan Air Force (AAF) master instructors who are able to train AAF vehicle mechanics on preventative vehicle maintenance, general vehicle maintenance, and maintenance of specialized vehicle subsystems.
  • Develop and assist the AAF master instructors to develop a vehicle fleet management program to track individual vehicle readiness across the AAF and develop a program to forecast and schedule vehicle maintenance to include the forecast of replacement parts and/or service parts kits.
  • Train AAF master instructors on documentation of vehicle records, documentation of student training, preventative maintenance, general maintenance, use of diagnostic systems provided to the AAF, and maintenance of specialized major sub-systems for AAF vehicles.
  • Responsible for assessing how well the AAF students have learned the coursework
  • Develop tests and visual aids. Coordinate class arrangements, conduct training classes, and develop criteria for evaluating effectiveness of training activities.
  • Assist in creating reports of personnel and equipment accountability
  • Train on vehicle unit types that may include but are not necessarily limited to:
o General Shop Tool and Equipment Serviceability and Accountability
o Vehicle Serviceability inspections
o Preventative Maintenance:
o Interval-hours miles date
o Required filter and fluid to change
o Required safety inspections
o Coolant System, Heater and Air Conditioning
o Fuel systems
o Air systems
o Brake systems
o Electrical systems
o Suspension and steering
o Wheels and tires
  • Train AAF master instructors per vehicle manufacturer specifications and/or component/subsystem manufacturer specifications including but not limited to:
o Fire and Fuel Vehicle Pumping Systems to include filtration systems
o Hydraulics
o Engines
o Sweeper Systems
o Crane Systems
o Diagnostic Computer Systems

Required Qualifications:
  • Must have or be able to obtain an interim DoD Secret Security Clearance prior to starting with company.
  • 6 years' experience in Vehicle Maintenance equipment for the Afghan Air for and/or US military maintenance operations with a preference on Material and heavy Equipment maintenance course certification, and/or other Air Force flight line specialty vehicle maintenance certifications. Prior military E7 or higher is preferred. Candidate with extensive experience in Vehicle Maintenance, and limited experience as a trainer might be considered.
  • Must be a Subject matter expert (SME) in Vehicle and Maintenance Training management and be able to function at the highest levels in a multi-national environment.
  • Must be a qualified mechanic of the AAF specified equipment; and be able to analyze and develop training requirements.
  • Must develop training support materials, including: Program if instruction and/or modification to existing programs of instruction, lesson plans, training support packages and training aids.
  • Experience in training outline development; POIs, Lesson Plans and Training Support Packages
  • Cultural experience using interpreters
  • Must be able to successfully complete CRC
  • Excellent Oral, Written and Interpersonal Communication Skills
  • Adheres to all established safety policies and standards to include identification, use, and proper procedures for handling or disposal of hazardous waste.
  • Experience conducting hands-on training in a classroom setting
Other Requirements (Physical etc.)
  • Physically able to climb in, out and/or around equipment in order to conduct training of specialized equipment
  • Must be willing to work and live in Afghanistan with an understanding that they could be further assigned to any location in Afghanistan based upon the needs of the U.S. Government
  • Must be willing to deploy and live on forward operating bases operated by Afghan National Security Forces under austere conditions without regular U.S. PX and Commissary facilities
  • Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.
Desired Qualifications:
  • Prefer previous Afghanistan experience training and advising foreign military soldiers
  • Prior training experience with use of local national interpreters
  • Prefer previous experience training and advising foreign military soldiers
  • Fuel Handler qualified
Required Education and/or Qualifications:
  • Bachelor's Degree in related field, and 6 years of related work experience. Equivalent work experience may be accepted in lieu of educational requirement.
Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied
