About the Business Line Government
AECOM’s Global Support Services (GSS) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. Job Summary Objective: The Senior Communications Manager is an integral part of the project management team and is primarily responsible for the implementation of all reporting and communications related activities under the program inclusive of program image. This person will report directly to the COP or the DCoP, and perform cross activity communications, public outreach, media relations, and training activities towards a successful completion of project deliverables.
Background: The Communications Department on the Effective Planning and Services Project (ESPS) provides outreach support to the project staff, project counterparts, and coordinates with the Monitoring and Evaluation staff to provide timely reporting to USAID. The communications component will take the lead in developing and managing EPSP's communications strategy, the project's visual identity, and all marking and branding activities.
Part of EPSP's mandate is to support Egyptian counterparts with Communications and Outreach support in order to raise awareness about project-related topics among the government and Egyptian public at large. The Communications Manager will be responsible for engaging counterpart organizations – the Ministry of Planning, Evaluation and Administrative Reform to develop communications strategies for counterparts and assist them in implementing those strategies.

Tasks:
- Oversee the project Communications and Marketing strategy and activities related to project outreach
- As directed by the CoP, provide quality control on all reports, marketing materials, and other documents generated from the project office with particular emphasis on those going to USAID
- Collect content for weekly, monthly and quarterly status reports
- Drafts weekly status reports for submission to the client
- Regularly updates the program website for content
- Attend meetings with client and project partners on an ad hoc basis regarding communications, outreach, PR, and media related issues, program deliverables and reports, and USAID branding and marking guidelines
- Assist with planning and attends project functions when available and represents project management team
- Provide technical editing and formatting assistance with program deliverables and reports, and;
- Manage consultant labor with regards to desktop publishing, graphic design, and technical writing/editing
- Work closely with COP on tracking reports and deliverables as related to the monitoring and evaluation and program management plan
- Assist technical staff with public outreach/awareness campaigns
- Work with Project counterparts to assist them in developing and implementing communications strategies
- Work with project counterparts to assist them in engaging in public education/public relations campaigns to raise the public awareness
- Daily monitoring of Arabic and English language Egyptian newspaper articles and other periodicals for material substantively affecting the work of the Project
- Communications Outreach and Public Relations
- Deliverable reporting
- Must be an Egyptian citizen
- 5 – 7 years of relevant work experience providing similar support, preferably in an international office environment
- Degree in journalism, communications, publishing or similar area
- Computer literate in Microsoft Office Suite, Adobe applications, and experience with Desktop Publishing (InDesign, Pagemaker, Photoshop, etc.), HTML knowledge (Frontpage, Dreamweaver, Joomla, etc), database development, and design elements
- Understanding of USAID project communication strategy and approach, familiarity with USAID branding and style guide required. Prior USAID experience preferred.
- Familiarity working with senior level government officials
- Excellent written and communication skills as well as interpersonal skills
- Experience with and a good understanding of issues in Egypt region and those related to EPSP objectives
- Experience managing a team
- Fluent in spoken and written English and Arabic
- Attention to detail is essential
- Ability to work well in diverse teams but also productive working individually with minimum supervision
- Energy and enthusiasm for information and knowledge creation, sharing, and management process and materials
- Well organized, strong analytical skills, creative thinker, innovative and demonstrated personal initiative
