Provide Training Management Support to the Marine Corps Installation Command Range and Training (RTA) Program: Ranges and training areas (RTAs) are essential components in the foundation of our National Defense as they are the force projection platforms that support training, sustainment, mobilization, deployment, embarkation, redeployment, reconstitution, and force protection. Comprehensive and realistic combat training is recognized as a key factor in the combat power of U.S. military forces, therefore training support is a top mission priority for Marine Corps installations. MCICOM closely coordinates with Marine Forces Command, Marine Forces Pacific, Marine Corps Combat Development Command, and Marine Corps Training and Education Command on training support requirements, the planning and development of operational support facilities/ranges at installations. The MCICOM Range and Training Area Manager (RTAM) provides systematic planning, management, coordination, and integration of military training in support of MCICOM’s strategic approach. RTAM aligns training ranges and facilities with current and emerging MEF, MARFOR, TECOM, and NAVAIR training requirements. Supports development and implementation of a comprehensive range modernization plan for all installations consisting of Live Fire training capabilities, range planning, modernization, fielding, and sustainment support activities. Support full utilization of technology to maximize live, virtual and constructive (LVC) training support capabilities.The Range and Training Area Manager (RTAM) will coordinate with MCICOM staff, MCICOM Regions/installations, Marine Forces-Reserve (MARFORs), and Training & Education Command (TECOM) on all matters pertaining to the annual execution of the Range and Training Area Program. Activities include support for the planning, programming, budgeting, and execution system (PPBES) which requires coordination with the Marine Corps Comptroller and other Headquarters offices such as Policy, Plans, and Operations (PP&O). Prepare analyses of the effects on current/future readiness related to the RTA program in response to budget cuts or plus-ups throughout the five year defense plan (FYDP). The RTAM will also provide inputs to the Program Objective Management (POM Budget) and Pre-Budget (PRESBUD), and provide analysis and status updates on the annual execution of funds to ensure maximum obligation. Finally, the RTAM makes recommendations for balancing facility allocations across the Marine Corps to ensure all validated RTA projects are executed to maximize USMC readiness posture. Establish and Maintain a Range and Training Area (RTA) Reference Library: The RTAM will develop a comprehensive library of all USMC RTAs to include capabilities and operational assessments. The RTAM shall also develop, test, and implement a tool to track/assess current capabilities of all USMC RTAs cross-referenced to Marine Corps individual and collective training standards. MCICOM RTA Working Group Support: Provide substantive recommendations for policies and procedures in developing and implementing a new MCICOM RTA Working Group that focuses on ensuring all ranges are mission capable. Develops a draft charter, incorporate government comments, and prepares a final charter which includes a list of the working group members from all appropriate Marine Corps commands and organizations. Once the charter and membership list are finalized, the RTAM shall coordinate and provide meeting support – to include scheduling, logistics, meeting minutes, action item tracking etc. – for the working group meetings. Provide RTA/RTAM Policy, Guidance, PPBES, and Other Technical Support: RTAM supports systematic planning and programming of training and operations resource requirements across MCICOM and other USMC agencies, as required, in support of HQMC Program Objective Memorandum (POM) efforts. The RTAM shall keep abreast of new/proposed laws, regulations, Executive Orders, and other policy developments and provide analysis and interpretation of their potential impacts on Marine Corps RTAs or the RTA program to include;
• Providing recommendations for policies and procedures on USMC RTAM and operations.
• Coordinating with MCICOM staff, MCICOM Regions and installations, MARFORs, and TECOM on all matters pertaining to RTAM.
• Participating in internal and external meetings/conferences to represent and defend USMC and MCICOM RTAM equities.
• Developing documents/briefings for information and decision-making on all matters pertaining to USMC/MCICOM RTAM.
• Coordinating with TECOM Training Support Centers (TSCs) in determining mutually supporting roles and responsibilities in providing training resources [Training Aids, Devices, Simulators and Simulations (TADSS)] to the Operating Force.
• Managing planning and executing USMC Airspace Management Working Integrated Process Team (WIPT) meetings and Operational Review Board (ORB) sessions, as required.
RTA Program Long-Term Strategy Support: Responsible for the development of MCICOM long-term RTA strategy aimed at ensuring the sustainability of RTAs, and therefore their ability to continue to support operational training/testing to maintain Marine Corps readiness. As part of this strategy, RTAM develops MCICOM-wide standards for RTA program resourcing, including personnel, equipment, and maintenance. Coordinates the development, review, implementation and management of separate installation and regional Range Complex Management Plans (RCMPs) aligned with the MCICOM long-term RTAM strategy. Encroachment and Environmental Related Analysis and Reporting Support: Supports MCICOM in its efforts to monitor and assess encroachment and environmental issues that arise in/around Marine Corps and other DoD RTAs. This support shall include, but not be limited to, the following.

RESPONSIBILITIES:
Develop a comprehensive library of all USMC ranges and training areas (RTAs) to include capabilities and operational assessments.
• Develop and refine MCICOM RTA strategy to ensure long-term viability/sustainability of all USMC RTAs.
• Implementing an MCICOM-wide mission capable range working group and its charter to address RTA development, sustainment, modernization and operations.
• Coordinate regularly-recurring MCICOM-wide mission capable ranges working group meetings.
• Produce MCICOM-wide standards for RTAM organization (personnel) and equipment with available training support resources and systems.
• Develop; implement and managing separate installation and regional Range Complex Management Plans (RCMPs).
• Fulfill annual publication requirements of DoD’s congressionally-mandated Sustainable Ranges Report (SRR).
• Coordinate with TECOM Training Support Centers (TSCs) in determining mutually supporting roles and responsibilities in providing training resources [Training Aids, Devices, Simulators and Simulations (TADSS)] to the Operating Force.
• Develop a tool to track/assess current capabilities of all USMC RTAs, related working actions and issues.
• Coordinate MCICOM RTAM review of HQMC/MCICOM NEPA actions for RTA operational impacts and determine operational impacts on USMC RTAs created by private and public, local/state/federal encroachment/environmental initiatives.
• Provide systematic planning and programming of training and operations resource requirements across MCICOM and other USMC agencies (as required) in support of HQMC Program Objective Memorandum (POM) efforts.
• Assist in the analysis, interpretation and implementation of RTAM-related regulations, directives, policies and procedures.
• Coordinate with MCICOM staff, MCICOM Regions/installations, MARFORs, and TECOM on all matters pertaining to RTAM.
• Participate in internal and external meetings/conferences to represent and defend USMC and MCICOM RTAM equities.
• Provide recommendations for policies and procedures on USMC RTAM and operations.
• Develop documents/briefings for information and decision-making on all matters pertaining to USMC/MCICOM RTAM.
• Conduct planning and executing USMC Airspace Management Working Integrated Process Team (WIPT) meetings and Operational Review Board (ORB) sessions, as required
Qualifications
- Bachelors degree in a related field
- 10-15 years experience with the US Marine Corps live training requirements generation/validation, ranges and training area planning, management, and modernization and sustainment support experience.

• Ability to analyze and develop documents and presentations on RTAM.
• Thoroughly familiar with DoD individual and crew-served weapons/systems (ground-based and aerial platforms).
• Able to understand and manipulate with Geographic Information System (GIS) tools.
• Understands National Environmental Policy Act (NEPA) planning processes.
• Well versed in DoD Planning, Programming, Budgeting and Execution (PPBE) process.
• Knowledgeable of DoD/Service HQ staffing processes.
• Complete understanding of joint/interagency airspace management policies, processes, procedures.
• Valid state driver’s license
