Job Summary
The Deputy Site Manager serves as the representative of and reports directly to the Country Manager.
Principal Accountabilities
Provides country-wide functional compliance oversight of Logistics, IT, Maintenance, Ground-based Security, and Facility functional areas
Supervises, evaluates, and monitors performance of day to day operations for Logistics, IT, Maintenance, Ground-based Security, and Facility functional area personnel located on the Main Operating Base
Coordinates with Pakistan Country Manager for functional compliance of Logistics, IT, Maintenance, Ground-based Security, and Facility personnel and provides input into their appraisals
Supervise safety, flight operations, maintenance, quality control, logistics, security, and administrative services of respective site
Employ continuous evaluation/ assessment to measure effectiveness of effort and develop new and/or refined procedures for improved operations
Oversee implementation of pilot training programs, training evaluations, currency validations, and written examinations
Monitor and assess training programs to validate adequacy of training and pilot proficiency
Supervise maintenance of pilot flight records
Acts as Operations manager and will monitor and report status of pilot training and currency of certifications, records and provide operational control from the MOB
Support and assist the Safety Manager in the implementation of the aviation safety program for the Air Wing
Routinely visit all forward operating locations, be familiar with operational activities, and provide appropriate leadership and managerial guidance
Responsible for property management and accountability at the site
In absence of Site manager, manage and oversee tasks specified in the contract and execute task orders, technical directives, and contract modifications applicable to respective site
Performs other duties as assigned by the Country Site Manager
Knowledge & Skills
Branch 15 Aviation MOS series or other military/ commercial equivalent
A strong understanding of US/International employee administration
Excellent communications, effective leadership, and interpersonal skills
Able to obtain a Secret security clearance
Knowledge of various computer programs (e.g., Word, Excel, PowerPoint, Project…)
Available to travel internationally, on short notice, to potentially hazardous areas
Knowledge of basic aviation flight operational and technical (maintenance) requirements
Must Possess or have the ability to obtain a U.S. Passport before assignment
Must possess or have the ability to obtain and maintain a Department of Defense (DoD) Secret Security clearance is a condition of employment
A current DoD Secret clearance is preferred
Experience & Education
A minimum of fifteen (15) years service as a rated aviator in US Military
A strong understanding of US/International employee administration with at least five (5) years of related supervisory experience and ten (10) years of either flight (pilot) or technical operations (A&P) background
Bachelor’s degree in an associated discipline is required
Two (2) years experience in related field can be substituted for each year of the four (4) years of college
Master’s degree preferred
Physical Requirements/Working Environment
Must be able to walk and stand on level and/or inclined surfaces for up to six hours per day and sit for up to four hours per day
Must be able to climb stairs, ramps, ladders and work stands
Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders
May be required to carry, push or pull up to 50 pounds
May be required to lift up to 50 pounds to height of four feet and be required to lift up to 35 pounds to height of 7 feet
May be required to read aircraft dials/gauges, identify small objects and hand tools
Must be able to read and interpret newspaper and typewritten print
Must be able to communicate by voice and detect sounds
Must be able to distinguish color and judge three dimensional depth
May be required to operate motor vehicle
Will be exposed to surface obstructions (ladders, stairs, etc.)
Employees must not have physical restrictions or existing medical conditions that may prevent them from serving in a remote area with limited medical care
May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure
May be exposed to extreme noise from turbine and jet engine aircraft
May be exposed to fumes, gas, airborne particles, chemical mist, vapors, ultra-violet and infrared radiation
May be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft
Travel
Travel to and between CONUS and OCONUS locations is required
