Position Description: 
The position supports a comprehensive plan for governance, development and assistance, and a security engagement strategy towards the Afghan-led provincial government to ensure a unity of effort from the MEF and its Major Subordinate Commands (MSCs), Coalition Regional Command partners and the Provincial Reconstruction Team (PRT) in Lashkar Gah, Helmand and Nimroz Province. The Analyst attends periodic meetings with U.S. military members, Department of State representatives, PRT members, Afghan provincial and district leaders, and tribal leaders in villages, towns, and cities throughout Helmand and Nimroz Provinces and adjacent Provincial areas with the goal of improving provincial and GIRoA coordination and self-sufficiency. The Analyst provides written analysis with recommendations on political and tribal dynamics for each major village, town, or city within Helmand and Nimroz Provinces to succeed in GIRoA-led JANIB Tranche Transition. He assists in making key assessments, refining analysis, developing recommendations, and implementing response activities with regard to GIRoA led-governance, development, and security related issues within Helmand and Nimroz Provinces. The Analyst creates executive-level power-point presentations on Civil-Military Operations and tribal dynamics within both provinces. He makes recommendations relating to tribal engagements within Helmand and Nimroz Provinces and participates in these engagements. He also participate in Operational Planning Team meetings and Working Groups, in after-action discussions and seminars as required. The Analyst provides lessons-learned to support future requirements, and prepares operational and executive-level Afghan engagement and cultural training modules.

Qualifications:
• Have experience in Civil-Military Operations, Counter-Insurgency Operations.
• Be an expert in Afghan culture, tribal society and customs with recent working knowledge of Afghan tribes, and tribal dynamics within Helmand and Nimroz Provinces as well as other provincial areas in Afghanistan.
• Possess an understanding of the GIRoA ministries in provincial governance.
• Able to communicate in Afghan Pashto and / or Dari languages.
• Have experience as a Foreign Area Officer with a focus on Islamic Civilization.
• Be a U.S. citizen with a current Passport
• Able to pass medical and dental screening for deployment to Afghanistan.
• Possess and maintain a SECRET security clearance.
• Experience working in conjunction with the Department of State. Minimum of 5 years experience working with the US Marines preferred.
• Graduate of an armed forces intermediate-level school is required and top-level school preferred.
• A Bachelor of Arts Degree required and a master's degree is preferred.
