Overview:
The Electronic Countermeasures (ECM) Subject Matter Expert (SME) coordinates all aspects of ECM programs and provides expert guidance on ECM issues. The SME supports U.S. Department of State (DoS) ECM requirements in multiple overseas theaters in potentially high-threat environments on a rotational schedule that includes up to a six-month deployment followed by a thirty-day CONUS work rotation and personal leave period. During overseas deployments, the SME will be required to rotate between theaters and to multiple locations within each theater. During stateside work rotations, the ECM SME will provide staff support to DoS operations.

The ECM SME will demonstrate and apply a broad knowledge of specialization through successful completion of moderately complex assignments. The SME will apply complex knowledge of fundamental concepts, practices, and procedures of particular area of specialization. The SME will demonstrate knowledge of the organization's business practices and issues. The successful candidate will typically possess 5 8 years of successful experience in the ECM or a related field and successful demonstrate Key Responsibilities and Knowledge as presented below.

Primary Responsibilities:
Performs the full range of standard work for the professional field. Refers complex and unusual problems to others. Identifies and resolves more complex problems and applies problem-solving skills in order to deal with most situations.
Coordinates ECM efforts with DoS bureaus, offices and diplomatic operations; the Department of Defense; private contractors; and other agencies and organizations.
Designs practical and sustainable ECM programs for assigned regions. Recommend strategies to mitigate system vulnerabilities.
Develops and conducts training for U.S. Government personnel and private contractors regarding the proper use, care, maintenance and preventative maintenance of assigned ECM systems.
Researches and maintains knowledge of current U.S. and host country laws, regulations and policies governing ECM.
Drafts and/or reviews technical statements of work (SOW) and proposals for installation, repair and maintenance of ECM equipment. Provides quality assurance oversight of such work.
Performs installation, de-installation, system check-out, fault diagnostics and repair of all systems in theater along with programming of all counter electronic warfare (CREW) systems as part of this fielding and sustainment effort.
Performs technical inspections and repairs to identify the cause of failure and determine parts required for repair. Repairs will be documented to include serial numbers of equipment and vehicles.
Completes complex material specification, schematic preparation and follow-up to ensure proper and effective implementation.
Performs complex design, development, testing and modifications of solutions and performs explanations and clarifies information to enable proper interpretation and evaluation of complex specifications, performance characteristics or other technical data.
Communicates complex technical and commercial issues, and completes recommendations for complex new designs, processes, or design changes to meet requirements.
Provides a weekly activity report that includes, but is not limited to FSR activities such as internal and external coordination; status of program designs; research activity on regulations and policies; status of drafts and reviews on technical SOWs and proposals; quality assurance findings and recommendations; development and conduct of training; and installation, de-installation, technical inspections and checkouts, fault diagnosis; maintenance, repairs; and parts consumption and requirements.


Supervisory Responsibilities:

The ECM SME will provide general guidance, train and support professional staff consisting of DoS, contractor and other employees.


Education and/or Experience:
An Associate’s degree or technical certificate in electrical engineering or a related field and three years experience as described above; or
BS/BA or equivalent combination of education and experience.
An advanced degree in a related field MAY be substituted for experience when applicable.
Five years technical and related experience in the field of coordination and technical support for modern ECM systems; or
At least one year of leadership experience planning convoys using vehicles equipped with CREW systems during combat operations.


Knowledge, Skills, and Abilities:
Must possess knowledge of radio frequency (RF) theory and principle, and the effects of CREW systems operating in a high electromagnetic environment.
Must understand insurgent Improvised Explosive (IED) emplacement tactics.
Must understand strengths, weakness, and limitations of CREW systems.
Must be able to develop Techniques, Tactics, and Procedures (TTP’s) for deploying vehicles equipped with CREW systems based on the national, local, and immerging Remote Controlled Improvised Explosive Device (RCIED) threat.
Must be able to specify RF communication equipment compatible with CREW systems.
Must demonstrate a comprehensive knowledge of ECM systems used by the DoS, including the CREW-2 (Duke) system.
Must be able to establish and maintain intra-organizational and external contacts
Symphony and EGON experience is a plus.
Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.
Must demonstrate a good attitude and ability to work as a member of a Team. Position requires self-motivation and the ability to work effectively under a minimum of supervision.
Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.

Security Clearance:

TOP SECRET Clearance Level Required
Must have a current US Government TOP SECRET Personnel Security Clearance
Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
Must be a U.S. Citizen.
Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.


Physical Demands:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.

Travel:

Overseas travel will be required up to 90% of the calendar year in high-threat areas. Domestic travel may be required for training and coordination.

Work Environment:

Full-time, 40 hour week usually under hazardous conditions when deployed in a theater of operations. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 – Danger Pay Allowance, and performing in a location determined a hazardous duty area are eligible to receive danger pay up to 35% over basic compensation.

Living Environment:

Lodging, meals, medical and basic life support services will be provided while in a theater of operations, as well as the prevailing per diem rate for incidental expenses (I&E).

Work Location:

The stateside work location will be in DOS Annexes in Arlington and/or Springfield, VA. The location of high-risk environments will be disclosed upon interview.
