Job Summary
AECOM is implementing the Somalia Tis+ Project to is to promote good governance and community cohesion. USAID/EA’s Somalia Office anticipates that the need for quick impact stabilization activities will continue given the fragile nature of the nascent government and the existence of an insurgency in parts of South Central Somalia. At the same time, Somalia, particularly under the New Deal and the new internationally recognized government, is looking to move from crisis and stabilization to medium and longer-term development. The objectives of this contract are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.

The Field Engineer will provide technical engineering support to the Somalia Tis+ Project. The position requires frequent travel to project sites and a high level of resourcefulness, independence, and problem-solving while operating within USAID and AECOM regulations.

OBJECTIVE
The Field Engineer will provide technical engineering support to the Somalia Tis+ Project. The position requires frequent travel to project sites and a high level of resourcefulness, independence, and problem-solving while operating within USAID and AECOM regulations.
PRIMARY RESPONSIBILITIES
Responsibilities include, but are not limited to the following:
- Monitors the progress and quality of work of TIS+ subcontractors with respect to contract deadlines, budget, scope of work, and deliverables;
- Develops and monitor scheduling for program implementation, to ensure the completion of construction activities are on target and on time;
- Maintains familiarity with the construction drawings, scope of work and schedule of projects to ensure subcontractor complies with the planned work;
- Monitors the appropriate use of materials on projects and compliance with design documents and technical specifications;
- Monitors project progress to provide payment recommendations from the field;
- Maintains a monitoring log book and writes weekly technical reports on project progress and constraints (template will be provided) and any other status reporting that may be requested by the Senior Engineer or Senior Management;
- Undertakes technical assessments for small scale community infrastructure projects, including government buildings schools, bridges, water points, health centers, community centers, etc.;
- Supervises site inspector/engineers and provide daily instruction at all times;
- Supports the implementation of construction-related youth engagement activities through technical expertise and training;
- Supports the implementation of construction-related youth engagement activities with financial and administrative assistance when required;
- Contributes to grant design and preparation of idea templates and grant proposals;
- Utilizes AutoCAD for the design of construction grants.
- Prepares designs as needed, including technical specifications and accurate BoQ for RFPs and RFQs for small scale community infrastructure projects.
- Participates in bid analysis on RFPs and RFQs, especially with respect to technical quality and appropriate technical approaches;
- Works with TIS+ subcontractors on site identification, handover of the site from grantees and or government and on site layout of construction projects;
- Provide technical writing in English and provide clear and concise English communication over email or phone.
- Works closely with local communities to ensure wide participation on the implementation of projects.
- Coordinates all the different partners on the ground in the implementation of projects.
- 3 years or more engineering and management experience in Somalia.
- Experience preparing BOQs and overseeing the selection process for construction projects.
- Proficiency in Autocad, Excel and other computer applications.
- Grants management experience required and familiarity with USAID rules and regulations preferred.
- Oral and written fluency in English.
- Proven positive experience mentoring and building capacity of local staff.
- Highly flexible and willing to work under conditions of ongoing change.
- Fluent in Somali.
