Overview:  
The role of the Quality, Health, Safety and Environmental Manager (“QHSE Manager”) is to promote a culture of Quality, Health, Safety and Environmental awareness amongst the management and personnel of the Olive Group operation in Iraq and to manage and administer such QHSE programmes, including training, audit/inspection and follow-up to incidents arising as may be consistent with the Olive Group need to be compliant with HSE legislation in the host country (Iraq), consistent with industry standards of best practice (including UK, US and oil & gas) and evidencing a degree of ‘duty of care’ that personnel can expect of a caring employer. The QHSE Manager is based in Iraq and travels to such places in support of such Olive Group projects as may be agreed from time to time with Olive Group Country Management and the Dubai-based Manager of Quality, Health Safety and Environment. The QHSE Manager will operate to a programme agreed with his/her line manager, which will include the delivery of training and the conduct of pre-planned inspections. The QHSE Manager will also respond with al due urgency to support the investigation of incidents occurring and to provide such advice, forensic investigation and report writing as may be required to expose cause and assist in remedying any deficiency to prevent reoccurrence. The QHSE Manager demonstrably represents Olive Group QHSE policy in Iraq and helps Olive Group to establish, implement and broadcast its standards. The QHSE Manager is at all times to be seen as the ‘QHSE Champion’ MISSION To promote the Olive Group policy on QHSE and through the administration of associated functions (training, inspection and after incident follow-up) to achieve a standard amounting to ‘zero incident’.

KEY TASKS AND RESPONSIBILITIES
The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the Line Manager.

1. Planning · Provide leadership and direction to carry through the Quality and HSE Policy. · Understand the HSE regulatory requirements that apply to the activities within that area of responsibility. · Understand the Quality Policy and related industry standards including the International Code of Conduct for Private Security Service Providers 2010, the related Standard PSC.1 and OHSAS 18001 and Standard ISO9001:2008. · Ensure documented procedures are established, implemented and maintained to control the hazards and environmental aspects associated with company activities in country. · Act as the principal point of contact for all QHSE related activities for Project Operations Managers including liaison with client on site in QHSE matters. · Initiate, plan, and undertake Hazard & Effects Management process (“HEMP”) assessments, and regularly review the Hazard & Effects Register. · Undertake and review Op Hazard Analysis (“JHA”) and ensure all appropriate hazards identified from the Hazard & Effects Register are accounted for & controls are defined, including Personal Protective Equipment (“PPE”) requirements. · Assist the Project Managers in the QHSE evaluation of subcontractors.

2. Training · Promote a culture that allows and encourages all staff (employee and contractor) to align with the Olive Group Quality and HSE Policy and Life Saving Rules. · Check Toolbox Talks take place and make JHA available to all appropriate personnel prior to the work taking place. · Monitor and communicate information on HSE issues (company, national and international, legal requirements, and stakeholder concerns) and best practice from internal and external sources. · Be fully familiar with Olive Group Standard Operating Procedures (“SOPs”), and Quality Management System (“QMS’) and Olive Group HSE policy and procedures, recommending revision where revision is due. · Be fully familiar with host state road safety standards and applicable law. · Provide for training and awareness in significant hazards and risks for all staff working on the related project. · Hold regular QHSE meetings and disseminate QHSE information such as safety bulletins. 3. Audit / Inspection · Initiate, plan, and undertake HEMP assessments, and regularly review the Hazard & Effects Register. · Check on Project HSE Plans to ensure they focus on the control of significant HSE risks associated with the execution of the project. Disseminate relevant information from the Project HSE Plan. · Routinely liaise with and remain engaged with Olive Group client HSE representatives to ensure uniformity of approach to HSE and conformance with client HSE standards. · Undertake QHSE Audits and feedback results of audits to auditees in Project Management. · Include all recommendations from audits in the non-conformance tracking system. · Implement non-conformance reporting, incident investigation and ensure all QHSE corrective actions associated with projects are tracked to closure.

4. After-incident follow-up · Travel to the scene of incidents, examine evidence, photograph relevant material, interview witnesses and produce a written report with diagrams and photographs if necessary to convey the substance of the incident to the QHSE Manager (Dubai) in support of the internal enquiry into the incident. · Make recommendations to prevent re-occurrence · Implement recommendations adopted by the relevant Board of Enquiry. 5. Reporting · Report to Director of Security, Iraq, on daily activity, movements, issues arising and client feedback. · Report to the Director of Security, Iraq, on safety issues arising and with immediacy if the QHSE Manager identifies a deficiency, weakness or action that threatens life or limb. · Report to the QHSE Manager (Dubai) on QHSE performance and ensure that QHSE monitoring and reporting is complete and up to date. · Take part in Quality and HSE Committee Meetings to appraise the effectiveness of QHSE policies, procedures and overall performance.

Essential Capabilities & Skills 
Ability to draft detailed and accurate reports. · Ability to articulate facts in a timely and accurate manner both orally and in writing. · Proven operational experience in a challenging or high risk environment. · Demonstrable expertise in the application of QHSE principles to preventative programmes, to HSE training, audit and incident investigation. · Ability to liaise and interact with operational Project Managers and Team Leaders. · Ability to identify and react rapidly to HSE issues encountered. · Understanding of the cultural and diversity issues within the organisation and promotion Quality and HSE principles. · Intimate knowledge of applicable standards i.e. OHSAS 18001


Key Competencies: 
Competency in Information Technology and ability to operate MS Word, Excel and PowerPoint. · Formal training in health and safety · Ability to communicate health and safety principles · Good understanding of health and safety management systems, risk assessment. · Fully cognizant on all Olive Group Quality Management Systems Policies and procedures and Life Saving Rules. · Possess an experienced based knowledge of health and safety hazards related to the region and operations. ·

Qualification:  
NEBOSH General Certificate. · Previous experience in a health and safety role · Satisfactory completion of a criminal record check within the recent 12 months · Previous experience relevant to the region · Previous experience in a high threat environment · Previous experience in the client’s sector (e.g. Oil & Gas) is preferred · First Aid qualification is preferred. · Lead Auditor (e.g. 9001, or 18001) qualification is preferred
