Job Summary
The Fuel Technician will provide formal and on the job training to designated host nation fuel handlers in support of nationalization goals to ensure proper storage, transport, and handling of hazardous materials including aviation fuels. The technician will establish, instruct, perform, and record all facets of
an aviation fuel preventative maintenance and quality testing/monitoring program for various fixed, portable, and semi-portable equipment and refueling vehicles. The technician will instruct host nation personnel in how to maintain fuel systems in accordance with Department of Defense directives, Department of State fuel quality requirements, and Original Equipment Manufacturers (OEM) specifications. The specialist may prepare, transport and, set up portable fuel systems at remote operating sites; will ensure items are properly packaged; will ensure contaminated fuel systems are returned to serviceable condition by draining, purging or chemically treating; will ensure hazardous materials are properly marked and product information is entered into the appropriate database; and will ensure proper storage, segregation, and inspection procedures for assets that have a hazardous material codes.

Principal Accountabilities
Establish, instruct, perform and document a preventative maintenance program for fuel and fuel equipment
The fuels technician will provide formal and on the job training to designated host nation fuel handlers in support of nationalization goals to ensure proper storage, transport, and handling of hazardous materials to include aviation fuels

He/she will train/supervise host nation personnel to:
Maintain fuel pump systems in operational condition
Fix leaks in tanks, other storage systems, and hoses
Fabricate replacement hoses and replace fittings, seals and gauges when necessary
Test fuel for contamination
Maintain the fuel systems IAW Department of Defense directives, Department of State fuel quality requirements, and Original Equipment Manufacturers (OEM) specifications
Prepare, transport and set up portable fuel systems at remote operating sites
Restore contaminated fuel systems to serviceable condition by draining, purging or using chemicals
Ensure hazardous materials are properly marked, product information is entered into an approved database, and items are properly packaged
Maintain proper storage, segregation, and inspection procedures for assets that have a hazardous material codes
Receives formal and on the job training to ensure proper handling of hazardous materials in accordance with transportation and safety regulations

Knowledge & Skills
The Fuel Technician must possess a thorough knowledge of refueling vehicles, portable fuel systems, their operation, maintenance and setup
Possess a thorough knowledge of Department of Defense directives governing fuel systems and Forward Area Refueling Equipment (FARE)
Be familiar with operation and repair of small gas and diesel engines and general support equipment
English and Spanish (level 2+) language proficiency required
Possess or have the Ability to obtain and maintain a Moderate Risk Public Trust (MRPT) through Department of State Background Investigation
A current MRPT is desired

Experience & Education
Have a minimum of five (5) years documented experience on refueling systems
Must have experience in repairing fixed, portable, and semi-portable equipment and refueling vehicles, fabricating hoses and testing fuel for contamination
The technician must be experienced at performing user level maintenance of refueling trucks
Hands-on experience in maintaining small gasoline and diesel engines and powered support equipment is required
High school diploma or equivalent is required
Completion of a formal course, military or civilian, in refueling technology and/or maintenance
Desirable to have a course in support equipment operation and maintenance

Physical Requirements/Working Environment
Must be able to walk and stand on level and/or inclined surfaces for up to six hours per day and sit for up to two hours per day
Must be able to climb stairs, ramps, ladders and work stands
Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders
May be required to carry, push or pull up to 50 pounds
May be required to lift up to 35 pounds to height of four feet and be required to lift up to 35 pounds to height of 7 feet
May be required to read aircraft dials/gauges, identify small objects and hand tools
Must be able to see imperfections, micrometer readings and other small scales
Must be able to read and interpret newspaper and typewritten print
Must be able to communicate by voice and detect sounds
Must be able to distinguish color and judge three dimensional depths
May be required to operate power vehicles, machinery, hand tools, ground support equipment, fork lift, APU, etc
Must have minimum 20/100 near and far vision, correctable to 20/20
Must be able to travel to and between remote locations in austere and/or hostile environments
May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructur
May be exposed to extreme noise from turbine and jet engine aircraft
May be exposed to fumes or airborne particles
May be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft

Travel
Travel to and between OCONUS locations is required
