Project Summary IDLO in collaboration with Transec is currently recruiting experts for the European Commission's Support to Higher Legal Education in Iraq Project upcoming due to begin in April 2013. The objective of this initiative is to strengthen reform of Iraq's higher legal education so as to reinforce the rule of law. In conjunction with the Iraqi Ministry of Higher Education and Scientific Research, the Parliamentary Committee for Higher Education and various Iraqi universities; the project aims to increase accessibility and strengthen the quality of legal resources, foster knowledge sharing amongst Iraq's legal community, and develop networks between Iraqi higher legal institutions and their international counterparts. Consultancy contracts will be subject to a tender award.
The Consultancy IDLO is currently seeking a Deputy Team Leader for the Project "Support to Higher Legal Education in Iraq". The incumbent will be based in Baghdad, Iraq. The Deputy Team Leader will be co-responsible with the Team Leader for the overall implementation of the project, including but not limited to: recruitment of local support staff; timely submission of required reports; local co-ordination of all project activities; all project management matters; and preparation of detailed work plans with timetables and terms of reference for short-term experts.
Minimum Qualifications and Experience The Proposed Deputy Team Leader shall have the following profile: Qualifications and skills: Master or PhD degree in Law or equivalent; Fluency in written and spoken English is required; Knowledge of Arabic and/or Kurdish would be an asset. General and Specific professional experience: A minimum of 15 years of professional legal experience; Minimum of 10 years of working experience in technical assistance projects; At least 5 years of experience working in multi-cultural fragile states; Sound knowledge of the Iraqi context with country-specific experience; and Practical experience in implementation of at least one institutional building project;
Minimum Qualifications and Experience cont'd In depth knowledge of the Iraqi legal framework and of modernization and change management techniques in Islamic society and fragile states; Proven organizational and strong decision-making skills; Working knowledge of organizational structures and operational procedures of training institutions and capacity building; Practical experience in development and\or management of an organization involved in the direct delivery of training preferably within the legal field; Experience in legal library development; and Ability to foster linkages, with excellent proven inter-personal communication, and relationship-building skills.
Candidate Profile IDLO seeks a Deputy Team Leader who has a strong interest and passion for the organization's mission and to strengthen reform of Iraq's higher legal education so as to reinforce the rule of law. Candidate must be in a position to take on the full responsibilities of Team Leader when on leave or if deemed necessary. She/he will need a high level of flexibility and adaptation to work under a difficult environment. The knowledge, experience of working and managing a highly sensitive multicultural team is an asset. Excellent communication skills and diplomacy are essential.
