Will perform the role of CDU(Counter Narcotics Police Development Unit) Assistant Team Leader and represent the program during his/her absence. The post holder will primarily work within secure facilities at the Counter Narcotics Police HQ in Kabul. The two primary functions of the post holder will be to a) assist the CDU Team Leader in the program implementation of the Afghan CNPA-led Ministerial Development Plan and b) provide mentoring support to the Deputy Minister and senior leadership across a range of executive-level leadership development initiatives defined within the CNPA MDP. The post holder will assist the Team Leader by ensuring that all key programme management tasks relating to the MDP portfolio are carried out in accordance with agreed procedures and best practices and ensure that all corporate reporting is delivered on time to NTM-A, the CNPA Deputy Minister and ICITAP to the standard required.
This is a complex area of work and we are looking for an individual with strong and proven program and project management skills to ensure that a wide variety of MDP projects previously agreed with NTM-A and the CNPA leadership are delivered on time and in a coherent and effective manner. The jobholder must demonstrate an ability to work under high-pressure in a fast-moving situation and to juggle a varied workload. The candidate will need to work closely with partners from a range of agencies, nationalities and backgrounds (civilian and military, and non-technical) to drive the program forward. There may be a requirement to travel via US mil-air within Afghanistan from time to time. Proven ability to perform in difficult and demanding conditions is essential.

Qualifications:
- Masters Degree and at least 5 years of management experience.
- Experience as a teacher, trainer or advisor on criminal justice agency development programs.
- Experience advising executives at state or federal levels on law enforcement, policies and issues.
- Trainer/Mentor experience in anti corruption cases, as well as internal affairs and demonstrated problem solving resolution methodologies.
- Ability to establish and maintain personnel and budgets.

Highly Desired:
- Previous program/project management experience, and proven results based project experience in a rule of law, preferably police context.
- Familiarity with security and development concepts and contexts.
- Previous law enforcement mentoring experience in Afghanistan.

US Security Clearance Required : Secret
Schedule : Full-time
