JOB SUMMARY:
The U.S. Department of State is the lead U.S. foreign affairs agency. The Iraq Strategic Partnership Office (ISPO) was established by Executive Order 13541 to perform the specific project of supporting executive departments and agencies in facilitating the strategic partnership between the U.S. Government and the Republic of Iraq, in further securing and stabilizing the country, and in continuing an effective diplomatic presence in Iraq. ISPO operates under the direction of the Chief of Mission, US Embassy Baghdad.
Under this temporary appointment, compensation includes salary plus danger pay and post differentials paid at the rate of 35% each. Please see benefits section for specific details.
THIS POSITION IS BASED IN IRAQ.
The position is assigned to the Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Baghdad, Baghdad, Iraq, with possible deployments to INL field locations throughout Iraq. INL is responsible for managing a police development program with the objectives of improving stability in Iraq through the provision of professional policing services and developing the capacity of the Ministry of Interior (MOI) to manage and sustain internal security operations.
The incumbent serves as a Senior Criminal Intelligence/Counter Terrorism (CI/CT) Advisor with responsibility for providing subject matter expertise to the MOI on a broad range of highly complex criminal intelligence and counter terrorism matters. The incumbent also provides expert advice, mentoring, and training to the MOI in the development of criminal intelligence collection and counter terrorism investigation capabilities in response to acts of terrorism and criminal threats. The incumbent reports to the INL Senior Executive Police Advisor.
You are being deployed to a challenging physical environment. You may encounter extremely dusty conditions, significant air pollution and lack of potable water. You must be able to walk distances, run and step up to 2 feet while wearing a helmet and body armor that together weigh a minimum of 30 pounds. Medical Care will be limited. Provides technical law enforcement expertise to the MOI in developing strategic goals and objectives and establishing priorities in the criminal intelligence and counter terrorism area, ensuring consistency with internationally accepted principles of democratic policing.
Establishes direct and continuing liaison with appropriate officials within the MOI to coordinate criminal intelligence and counter terrorism technical assistance programs for delivery to MOI police services.
Advises and assists in the preparation of curriculum for criminal intelligence and counter terrorism training and a comprehensive training plan for the presentation of instruction to MOI police officials on CI/CT matters.
Provides advice, mentoring, and training to counter terrorism investigators in the planning and conduct of investigations of terroristic incidents.
Advises the MOI in the development of capabilities in combating terrorist financing and money laundering.

Mastery of criminal intelligence and counter terrorism principles, methods, and practices to provide subject matter expertise in the planning and development of criminal intelligence and counter terrorism assistance and capacity development programs for the MOI.
Expert knowledge of criminal intelligence collection and counter terrorism investigation methods and practices, consistent with internationally accepted principles of democratic policing, to provide advice and guidance to the MOI in development of capabilities in this area.
Expert knowledge of training and development principles, methods, and practices to advise the MOI in preparing training plans and curriculum for training programs in the CI/CT area.
Knowledge of INL programs, policies, plans, and priorities in Iraq to provide expert technical advisory services in the law enforcement sector that support the accomplishment of INL mission objectives in Iraq and the region.
Knowledge of U.S. foreign policy objectives, plans, and priorities in Iraq and the region to plan, coordinate, and oversee programs and initiatives that support the foreign policy mission and national security objectives in the region.
Knowledge of the organizational and functional interrelationships within DoS, as well as DoS relationships with other cabinet-level agencies involved in supporting the law enforcement sector in Iraq to foster an integrated, whole-of-government approach to developing GOI capacity in the law enforcement and security sector.
Familiarity with Iraqi and Middle East history, culture, institutions, structures, and legal systems.
Desirable qualifications include:
A bachelor’s degree in public administration, police administration, police science, business administration, or an equivalent field from an accredited academic institution
At least 10 years experience as a full-time, POST certified sworn officer in U.S. law enforcement with at least 5 years experience in a criminal intelligence gathering capacity or counter-terrorism investigative capacity or at least three years experience on a federally funded counter-terrorism fusion cell
At least three years experience in a supervisory or management position with oversight of intelligence analysts, financial analysts, counterterrorism investigators, or a federally- funded fusion cell
Knowledge of police development in an international environment
At least one year police development experience in either Iraq or Afghanistan
Prior police development experience in the Middle East
Experience in conducting physical and electronic surveillance to collect criminal intelligence
Experience in writing procedures and techniques used in lawful, physical, and technical surveillance
SECURITY All candidates for employment must obtain a minimum of a Secret security clearance from the Diplomatic Security Service (DSS). Even if the candidate has previously held a government security clearance or still holds one, the candidate must complete a Questionnaire for National Security Positions (SF-86), a credit/consumer report release form, and two sets of fingerprint cards for adjudication by the Diplomatic Security Service. Full disclosure and candor is imperative when completing this paperwork. ETHICS Employees must receive an ethics clearance, which may require completing and executing the Executive Branch Public Financial Disclosure Form (SF-278). Ethics clearances are required to help ensure that employees do not violate, or participate in any actions creating the appearance that they are violating the law or standards governing ethical conduct for employees of the Executive Branch.
