Job Description
Key Role:
Coordinate and oversee the completion of activities in all phases of the project cycle of facilities-related construction projects and manage the office or directorate-level portfolio of requirements. Develop a thorough understanding of the directorate’s program level requirements and strategic goals and provide a direct conduit for communications and requirements between facilities services (FS) and the deployed office or directorate. Integrate and coordinate the project with field personnel. Prepare and distribute project communication with customers, management, integrated project teams, and stakeholders, assist the contracting officer (CO) and contracting officer technical representative (COTR) with acquisition planning, execution, and administration, collect requirements, prepare statement of work (SOW), conduct market research, and develop other documentation. Conduct technical reviews, evaluate project solicitations, proposals, quotes, and proposed change requests, and review and approve shop drawings and submittals. Conduct pre-bid and pre-construction site visits and validate invoices for partial or full payment. Assist with the preparation of the contractor performance report (CPR) upon contract closeout. This position will require a 6 to 9 month OCONUS deployment with a 70 hour work week in a high risk area and is located in McLean, VA.
Qualifications:
Basic Qualifications:
-15+ years of experience with project or construction management in field expedient construction and local construction methods and materials
-10+ years of experience in working with US-based and foreign contractors on construction overseas projects using locally sourced materials and methods
-5+ years of experience with construction in volatile working environments, hazardous locations, high risk areas, and adverse living environments
-3+ years of experience with construction management in high risk areas
-Experience with construction management, new base design and construction, and master planning and field expedient construction in high risk areas
-Experience with at least 2 of these disciplines, including underground utilities, concrete foundations, structural components, plumbing, blast mitigation, electrical power generation and distribution, mechanical, fuel management, or airport design
-Ability to travel domestically or overseas to high risk areas as necessary and work 8-10 hour days, up to 70 hours per week for extended periods of time for periods of up to 3 months at a time with an overall deployment length of approximately 12 months, working nights and weekends for operational necessities
-Active TS/SCI clearance with a polygraph
-BA or BS degree
-Active tourist passport

-Possession of excellent oral and written communication skills
-Active USG Sponsor weapons qualifications and other requisite training and familiarization courses preferred
-Professional Project Manager (PMP) Certification a plus
