Job Description
Provides guidance and expertise regarding budgeting and resource management activities in support of the Sudanese Peoples Liberation Army (SPLA) as they transition from a bush army into a conventional force. Serve as a mentor, coach, trainer and instructor to the Director of Finance and his primary staff. Provides budgeting and financial management assistance as needed to other directorates and units. Develop required policies, procedures and processes in support of SPLA budget/ finance process requirements. Assist with the development of an equivalent to the PPBES, an accurate fiscal accountability system and assist with the development of a system to integrate the SPLA payroll process with the SPLA personnel management system. Perform other duties and requirements as directed by project management. Qualifications:
Civilian and/ or former military officer or senior non-commissioned officer (NCO) with a strong background in financial management. A strong working knowledge of planning programming, budgeting and execution system (PPBES) and how each module relates to other defense operating systems is a must. Background and experience in defense program and budget development, conducting analytical reviews of budget execution, and participation in or chairing program budget advisory committees (PBACS) is essential. Should have experience with budgeting and accounting processes, auditing procedures, developing and managing fiscal accountability systems and developing appropriate financial systems SOPs, policies and procedures. Experience with US Government contracting, procurement and Federal Acquisition Regulations (FAR) is a plus. Strong communication and meeting/ management and facilitator skills are required. An appropriate education such as a bachelor’s degree in business or finance is required. An MBA is a plus. Required to have experience working in an austere, OCONUS environment and possess an understanding of the need to conduct yourself in a diplomatic and culturally sensitive manner. Experience in Africa is a plus. Must be capable of moderate physical exertion to include the ability to lift and carry items of up to fifty (50) pounds and be able to conduct travel and work within an equatorial environment with a limited support infrastructure. Should be proficient with personal computers and capable of using Microsoft office products such as word, power point and excel.
