Job Description:

IEA Corporation is looking for a dynamic contractor who will provide the following:

The IA/OSS shall recommend new policies and procedures, assist with interagency coordination, and provide continuous training to USMS overseas personnel that could potentially be isolated from other friendly personnel or detained by terrorist/criminal elements while deployed OCONUS. Moreover these personnel will access unclassified and classified information for purposes of threat assessments in advance of deployment of USMS personnel and in response to adverse incidents. Contractor provided subject matter experts (SME) shall provide training and recommend necessary information to be included in interagency Memoranda of Understanding (MOU)/Memoranda of Agreement (MOA) required to ensure USMS personnel are incorporated in the existing Personnel Recovery infrastructure within the Department of Defense and other government agencies. A Top Secret Clearance is required for this position.

· Consult on the development and enhancement of the existing USMS Personnel Recovery (PR) program that includes the following six primary PR tasks: Prevention, Report, Locate, Support, Recover, and Reintegration

· Recommend enhancements to the PR architecture within USMS to include supporting the Global Readiness Unit (GRU)

· Recommend draft language for, and assist in coordination of, all necessary Memoranda of Agreement (MOA)’s between USMS and other government agencies that shall establish a mechanism to compliment and leverage each agency’s existing resources and capabilities

· Perform risk assessments of USMS missions, units and personnel that are eligible to deploy OCONUS (outside continental United States) for the potential of becoming isolated and in need of recovery. These assessments will occur through the utilization of real time all-source intelligence and identifiable emerging threats to U.S. Government Personnel worldwide.

· Assist in drafting and revision of PR policies and offer recommendations on how personnel should conduct themselves if isolated from friendly forces in foreign territories. The recommended drafts and/or revisions to the policies shall be consistent with, and complimentary to, current guidance and policies from other government agencies.

· Provide recommendations for the development and refinement of repatriation and reintegration procedures and provide recommendations for enhancement

· Provide operational and intelligence support to the specified evasion, recovery, and implied survival tasks inherent in the USMS PR program

· Assist USMS personnel in establishing and maintaining liaison with all external agencies

· Submit monthly status report that details the current work progress and accomplishments, projected work for the upcoming month and highlight any foreseen difficulties

Experience and Skills:


· Minimum of five (5) years of experience as an Intelligence Analyst providing products to a United States Government agency or the U.S. Department of Defense.

· Bachelor’s Degree (or higher).

· Top Secret Clearance with eligibility for Sensitive Compartmentalized Access and observe all requirements for handling of classified national security information.

· Experience preparing and/or delivering briefings for Senior Executives or Flag Officers.

Experience working with United States Special Operations Forces.

· Experience working collaboratively with representatives from other governmental organizations as well as an ability to work independently.

· Must be willing to travel internationally to support mission requirements as necessary.

Top Secret Security Clearance.
