Première Urgence - Aide Médicale Internationale is a French Non-Governmental Organization, non-profit, apolitical and non-religious. Its entire staff is mobilized daily to cover the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PU-AMI is based in 18 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. In Afghanistan, PU-AMI teams work mainly in the implementation of Health Services to the population of Kunar and Daykundi Provinces through the BPHS and EPHS projects.

Job Description
General conditions of employment:
The employee shall abide to this job description, his/her employment contract, PU-AMI Afghanistan National Staff Regulations together with its annexes and attachments, as well as any rules, regulations, internal policy that may be adopted by PU-AMI Afghanistan.
Work relationship
Report to: Field Coordinator
Supervise: Field Logistics Managers
In direct cooperation with: Over all field logistic team
Responsibilities and particular assignments :
Overall objective :
The Base logistician is responsible for overall logistics oversight of all projects implemented in the Eastern Region (Kunar and Nangarhar provinces) and for the management and efficient implementation of all policies and procedures in both provinces.
Supply Chain : Coordinates supplies and deliveries for projects and for the bases. Guarantees that PU-AMI’s procedures
and logistical tools are in place and are respected
Logistic management: Manage all other logistics responsibilities i.e. Properties, Fleet, Stock, Assets, ICT, Contracts
Coordination: Consolidate and communicate logistics information to Coordination Team and Field Teams
Logistics Strategy: Continually review and lead on strategy for logistics together with Coordination Team and the Logistics
Coordinator in particular.
Specific objectives and linked activities
1. ENSURING SUPPLY CHAIN FOLLOW-UP
Supervises the purchase process of the Eastern Region programmes and ensures internal and donor procedures
are respected as well as comply with available budgets
Ensures programme goods delivery to intervention sites within scheduled time frame, planning adequate storage
and reliable transport
Ensure appropriate strategy in place for supply chain including procurement plans, framework agreements
and monitoring of budget follow ups
2. ENSURING LOGISTIC MANAGEMENT AND FOLLOW-UP
Ensure that all bases (offices and guesthouses) are managed to allow staff to live and work in secure environment
Manage the fleet and follow up of vehicles, generators, rental contracts and fuel management
Ensure security protocols and procedures are adhered to across all bases, vehicles, and other logistical areas
Controls adequate storage of goods and equipment and update inventories
Record and follow up asset management
Oversee construction projects in field sites
Capacity building for national logistics staff to implement and follow-up procedures
3 . CO-ORDINATION
Ensures that logistics information is effectively circulated to coordination team, field teams
Writing and contributing to internal reports for everything concerning the logistics of Eastern Region
Ensures logistics coordination in the Eastern Region including visiting bases, checks, monitoring, training etc.
Coordinate with Field Base logisticians regarding their priorities and working practices and liaise with Project
Managers and Field Coordinator regarding project priorities and needs
GENERAL STRATEGY AND TEAM MANAGEMENT
Produces a draft logistics assessment every six months
Prepare Job Descriptions and action plans for the organisational strategy and ensure logistics staff fulfill their
responsibilities
Reviews of staffing requirements, implement HR procedures and ensure staff appraisals take place
Identify training requirements for staff and implement through external/internal sources
Participates in the financial and administrative management of his/her area of work. Provide forecasts and ensures
the logistics budget is spent wisely and on time
Preparation of logistics department for audits in regards to procurement, assets and all other areas
Number of people to manage and their position (expatriate/local staff)
Direct management: 4 Field Logistics Managers (national)
Indirect management: 8 Logistics staff (national)
