Responsibilities:
PAE is currently seeking a Country Manager (CM) to support the
African Contingency Operations Training and Assistance (ACOTA) Program.
The ACOTA Program CM will be the Program Manager’s (PM’s) primary point
of contact for contract execution and coordination of PAE’s ACOTA
Program in the assigned country. The ACOTA Program trains African Union
peacekeeping personnel to prepare them for deployment to African Union,
United Nations or Regional Peacekeeping Missions. The CM is
responsible for managing the in-country contract execution and the
country workflow process through mission completion. The CM receives
mission guidance from the PM and relays this information to Senior
Trainers and/or Team Leaders for execution. The CM manages personnel
assignments and reassignments to different in-country ACOTA Program
training tasks and missions. The CM manages and maintains
accountability, quality control, and efficiency standards for the
productivity of subordinate in-country personnel. The CM monitors and
tracks the movement of all PAE ACOTA program personnel and
subcontractors traveling to, working in, and departing the country.
The CM manages the delivery of individual and collective training to
established and /or newly formed PSO units. The CM provides direction
to, and oversight of, the day-to-day operations of the ACOTA training
program. The CM coordinates and manages all in-country personnel and
logistical support. The CM ensures that all instructor/trainers are
prepared to teach and teach to the standards stipulated in APO task
orders. The CM inspects and supervises all in-country training. The CM
liaises with the host nation, the US Government, and ACOTA Program
Office (APO) representatives.
Qualifications:
The CM requires a unique blend of skills, experience, and knowledge
to accomplish the goals and tasks of the ACOTA Program. Successful
candidates will possess:- A minimum of 10 years military operations and training experience (or civilian equivalent) is required.
- A minimum of three to five years of increasingly responsible experience as a PM or Project Manager in the field of military training or in a related area.
- A strong background in overseas program operations is required.
- Willingness and ability to live and work in remote and austere field environments is required
- Ability to pass a pre-employment screening process to include background check and drug screen is required.
- Prior experience in working with the ACOTA, AU and/or ECOWAS strongly preferred.
- Staff experience at battalion, brigade, or Special Forces B Team level (or civilian equivalent) is preferred.
- Any combination of training, experience, and/or education equivalent
to completion of college course work leading to an advanced degree,
preferred.
U.S. Military combat and/or PKO experience at 0-3, 0-4, 0-5, E-8, or E-9 (or civilian equivalent) level is preferred - U.S. Military Education Level 3 or 4 (Command and General Staff College or equivalent) is preferred.
- Experience operating in hardship conditions is preferred.
