Overview Of The Position:
The Ops/QA Training Consultant will be responsible for the development and implementation of theoretical and practical Ops/QA training programme.
General Functions:
· Design and develop the Ops/QA training package based on the International Mine Action Standards (IMAS) and Libyan Mine Action Standards (L-MAS) in consultation with the UNMAS Libya Programme Humanitarian Mine Action section (HMA);
· Regularly update training plans and participants lists;
· Conduct Ops/QA training under the supervision of the UNMAS Libya Programme Humanitarian Mine Action Section (HMA);
· Actively participate in the facilitations of the Ops/QA training in coordination with the UNMAS Libya Programme HMA section and Libyan Mine Action Center (LibMAC);
· Organize and manage all training related meetings and training duties and sites with the UNMAS Libya Programme HMA section and in coordination with the Libyan Mine Action Center (LibMAC);
· Organize the set-up of the meetings, training area/space and training materials to ensure quality and efficiency of the training;
· If required, coordinate all air and ground travel, accommodation, training facilities and other Support Services related matters such as cost estimates and reimbursements with the UNMAS Libya Programme Support Services Section keeping the UNMAS Libya Programme HMA section informed;
· Prepare training evaluation documentation;
· Submit individual evaluations for trainees to the UNMAS Libya HMA Section for review which will consequently be reviewed and approved by the Libya Programme Manager prior to the issuance of certification;
· Prepare and submit the Final report to the UNMAS Libya HMA Section;
· Any other duties as requested and tasked by the Programme Manager and/or the Chief of HMA.

Experience and Education:
· Advanced University Degree (Master Degree or equivalent) with a minimum of 5 years of experience in Mine Action operations, or (Bachelor Degree or equivalent) with a minimum of 7 years of experience in Mine Action operations;
· At least 5 years of experience in Mine Action;
· Fluency in English is required and Arabic is highly desirable;
· Minimum request of EOD Level 3 certification is required;
· Understanding of UN Mine Action programs, policies, and coordination mechanisms is desirable;
· Good understanding of IMAS and NMAS;
· Knowledge of the UN system and UNOPS procedures is an asset;

- Comprehensive general operational management requests;
- Experience with the QA and QC process in humanitarian Mine Action;
- A clear understanding of the interactions between the pillars and implementing partners involved in a humanitarian Mine Action programme;
- Mine Action Accreditation processes;
- Mine Action tasking processes;
- Implementation, execution and completion processes of all Mine Action related operations;
- Knowledge in acting as an Investigating Officer for Detailed Independent Investigations or Boards of Inquiry for Mine/ERW Accidents or incidents;
- Guidance on specific corrective actions to be taken by Mine Action organizations, following an inspection, which finds a critical non-conformity;
- Proper maintenance of documentation;
- Knowledge in control and security of explosives;
- The implementation of a QA management system ensuring that the system is being applied in a fair and equitable manner;
- Good knowledge of Mine/ ERW clearance equipment;
- Computer literacy, in particular experience of using MS Office and IMSMA.
