Overview:
PAE is seeks a Deputy Chief of Team of Logistics to serve as a senior level in-country manager to oversee the Department of State (DoS) Justice Sector Support Program (JSSP) in Afghanistan. The DCOTL’s duties and responsibilities include, but are not limited to, the supervision of personnel, technical & functional program operations, day to day operations of the PMO including Human Resources, Logistics, Finance, Procurement, Subcontracts, Transportation, IT, Quality Assurance, and Operations and Maintenance of a separate detention facility, with the overall
oversight of over 500 personnel. The DCOTL will engage with the US mission to coordinate program operations and ensure deliverables occur on time, within budget, and meet quality standards for the customer (Department of State, International Narcotics & Law Enforcement Bureau (INL).

Responsibilities:
General Responsibilities:
He/she shall have overall responsibility for in-country operations as defined by the task order
Coordinates and/or approves program office operating and personnel actions, policies, and procedures within generalized framework of overall corporate guidelines
Responsible for contract administrative functions including safety, security, and labor reporting
Manage monetary resources in such a manner as to keep contract within budget guidelines and meet PAE International budget objectives
Provide high degree of customer satisfaction by quality performance and best-return for their investment
Oversees subcontract agreements with local companies providing labor, equipment, and supplies
Provide input to reports and administrative direction to employees in Area of Responsibility
Ensure necessary employee health, morale, and welfare requirements are met
Ensure employees adhere to the Program, Mission, and host nation standards of conduct concerning in- country operations
Effectively manage employee issues that may arise
Responsible for full logistic and administrative support to the advisors team for timely procurement and delivery of equipment and supplies.
Oversee all personnel under the Logistics Team, including Program Support, Procurement Support, Transportation Support and Regional Support Units. Supervise/manage the Unit Chiefs in charge of Security, IT/Comms, Transportation, Procurement, Program Support and Regional Support.
Liaise with appropriate/designated government contracting officers as needed to ensure ICOR/COR properly informed on all proposal, procurement, funding, security and inventory matters
Periodically assess logistical needs of the program on the ground, Identify and report opportunities to improve/streamline logistic support. In coordination with Program Chief of Teams (COTs), provide proposal as need to the government for potential additional support.
Assist/advise the COT on budget development/revisions and coordinate with all Unit Chiefs on communication, security, transportation, program support and regional support.
Identify and oversee implementation of tracking and analysis tools needed (in conjunction with the Chief of Team and other Managers) to support decision-making, reporting, management review, and contractual compliance.
Ensure that all unit tracking mechanisms are fully implemented and properly maintained.
Prepare/submit such reports on logistics to the COT as required.
Ensure that contract approval requirements are met, and prepare the justifications supporting those actions, in coordination with project leadership, as needed.
Act as liaison among the COT or Deputy Chief of Team- Advisor, and Company Headquarters, partners and client on contractual/budget issues, questions, formats and work with financial personnel to produce necessary documentation.
Liaise with and provide direction and contracting documents to all sub-contractors.
Perform other duties as assigned.

Qualifications:
Specific Qualification Requirements:
At least five (5) years of experience in the areas of program management and international law enforcement and/or criminal justice assistance programs with at least eight (8) years of professional experience working on similar DOS funded programs

Education:
A minimum of a Bachelor’s degree in associated discipline (Criminal Justice, Corrections, Law, etc.) preferred

Clearance Requirement: MRPT (Moderate Risk Public Trust)

Other requirements:
The DCOT L may be required to have specific expertise relevant to the specific Task Order
Must be able to live and work at the assignment location which could be remote and uncomfortable
Long hours, exposure to weather and hazardous conditions
Must be able to successfully pass a 10-day pre-deployment training course
Must be able to be medically cleared for service.
Must be able to obtain Moderate Risk Public Trust (MRPT) security designation
