Job Description
PAE Group in collaboration with the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks a Prosecutor Justice Advisor to assist the government of Afghanistan, through training, technical assistance, infrastructure and operational support to investigators, prosecutors and judges, in establishing a credible and effective mechanism within the Afghan criminal justice system to
investigate, prosecute, convict, and incarcerate alleged Afghan insurgents through the Afghan civilian criminal justice system.
Duties and Responsibilities:
Will be expected to know the program’s individual cases; however, s/he will also be expected to form a mentoring relationship with an assigned prosecutor. The JA, assigned linguist, and Afghan Legal Consultant (ALC) will work together during the process of indictment drafting, ensuring all written submissions are effective in form and substance and reflect the evidence and facts.
Will work to ensure the case file is complete, anticipating possible defenses or other issues that the judges and defense attorneys may raise.
Will develop and implement in collaboration with the JCAT Prosecutor Team all internal agreements and changes to Afghan laws and regulations necessary to support the creation and proper functioning of the JCIP Program.
Will identify critical issues limiting the success of the JCIP and present those to INL/U.S. Embassy Kabul for further action.
Will need to work with the Attorney General’s Office and the Supreme Court to identify ongoing needs for training, capacity building and other support to ensure the long-term success and sustainability of the JCIP program
Will provide weekly reports that include updates on significant cases, overviews of VIP visits to the JCIP; outstanding program management issues; and other information as requested by INL.
Required Qualifications:
Strong technical expertise is required including at least two years of criminal litigation experience
Must have at least seven years of professional experience, including at least two years of relevant overseas experience
Must have a comprehensive understanding of criminal justice systems, rule of law program implementation
Prior experience with national security cases is preferred
Must have a doctorate of jurisprudence (J.D.), be a licensed attorney, and be a member in good standing with a bar association of a U.S. jurisdiction
Superior interpersonal, writing, and oral skills is required
Must be able to obtain or already hold a TS/SCI secret clearance
Must be able to be medically cleared to perform on contract.
