Responsibilities:
PAE is currently seeking a Project Manager (PM) to support the capacity building efforts in The Republic of South Sudan (ROSS). The PM will be the Regional Program Manager’s primary point of contact for contract execution and coordination of PAE’s Enhancing Officer Education and Leader Development for the South Sudan Military. The Project will train and mentor the SPLA to prepare them to administer and maintain a military officer training program in support of the SPLA Officer Education Program. In addition the project is designed to train and mentor a number of SPLA officers in a variety of leadership, management, administration and operations skills to develop capability and capacity within the organization. Training shall focus on leadership, administration, management and operations. The PM is responsible for managing the contract execution and the workflow process through mission completion. The PM receives mission guidance from the Regional Program Manager and relays this information to course developers, trainers and mentors for execution. Primary duties and responsibilities include:

Preparing and maintaining of project budgets
Provide coordination and integration of all activities at the Owinykibul and Malou training facilities while also coordinating these activities with the DOS, in-country advisory teams, SPLA, Ethiopian National Defense Force (ENDF), local commandants, and local communities if required.
Must continuously monitor progress in terms of the status of the plan and the budget and report back to the Regional Program Manager via scheduled progress reporting and by organizing and managing status meetings
Write and prepare POIs, lesson plan, training aids and training schedules in leadership, administration, management and operations.
Provides training to SPLA leadership in the Officer Education Program.
Mentor SPLA leadership in administering and maintaining the Officer training facility.
Must anticipate and catch deviations from a plan or schedule early and keep all participants informed
Identifies, logs, analyses and manages potential and actual issues and risks, taking corrective action by tackling day-to-day issues head on and reviewing how more serious issues and risks might impact on scope, schedule, quality and cost
Identifies where and when management of issues and risks or accommodating altered requirements will involve extra time or extra resources and where efficiencies can be made
Must be courteous and polite in written and oral communication, and be able to get ideas across in a non-confrontational manner in one-to-one situations, small groups, and before large audiences
Identifies the need for resource, and should subsequently take on team management responsibilities in relation to the resource available to the project
Exercises good judgment in whether tasks should be broken down into smaller detail or not
Provides his/her team with direction and vision, including motivating them to perform, listening to people, providing feedback, recognizing strengths and providing challenges
Responsible for bringing the project to a close, which may include creating an end of project report or evaluation document, holding ‘sunset’ meetings and activities, and capturing and using relevant lessons learned
Without necessarily being an expert, the Project Manager should make an effort to understand the technology being used in order to understand and question requests coming from specialists and technical staff and to evaluate what is reasonable or possible.
Must have an understanding of relevant methodologies, processes and standards and ensures that all project team members understand and follow these also
Responsible for the project’s commitment to quality
May need to generate many types of documents, including requirement specifications schedules project reports, communication (email) records, design specifications, meeting agendas, minutes and status reports
May need to create a structure for project documentation and remain conscientious in using it and ensuring that the rest of the team understands and uses it
Responsible for coordinating the implementation of PAE SOPS policies and Procedures within his/her team
Ensures that all instructor/trainers are prepared to teach and teach to the standards stipulated in the task orders.

The PM liaises with the host nation, the US Government, and PAE representatives.
Qualifications:
The PM requires a unique blend of skills, experience, and knowledge to accomplish the goals and tasks of this project. Successful candidates will possess:

A minimum of 10 years military operations and training experience is required in combat arms at battalion level or higher.
A minimum of three to five years of increasingly responsible experience as a leader in the field of military training or in a related area.
Experience as a commander, staff officer and advisor or exchange officer.
Knowledge of Sudanese geography, economy, political structure and a familiarity of the South Sudanese armed forces is preferred.
Previous experience within USATRADOC, particularly within Officer Education System programs. A strong background in overseas program operations is required.
Prior experience in working with foreign military capacity building operations strongly preferred.
Capable of moderate physical exertion and be able to conduct travel and work within an equatorial environment with a limited support infrastructure.
CTC and Operations Center experience is desired.
Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree, preferred.
U.S. Military experience at 0-5 or 0-6 level is required
U.S. Military Education Level 3 or 4 (Command and General Staff College or equivalent) is required.
Candidate must hold U.S. citizenship and have no past criminal convictions, be willing to undergo full medical and drug screening tests and be in excellent physical condition.

Must be willing and able to live on remote sites in tented accommodations.
