Job Description
Chemonics seeks an operations and political risk manager (ORM) for the USAID/Office of Transition Initiatives-funded Libya Transition Initiative (LTI) based in Benghazi. This senior security position requires high performance in intelligence/information collection and analysis, networking, incident management, risk analysis, and personnel management. The ORM will be expected to establish strong working relationships with a number of local and international organizations and entities as well as develop strong ties with the various official or semi-official security forces in Libya. The ORM will provide technical advice and guidance to the Benghazi office personnel and ensure that s/he is directly tied into the work of the project in Benghazi and Eastern Libya. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
Assess security risks impacting the project’s expatriate and local staff
Initiate information and data collection above and beyond open sources
Analyze information and situational analysis in a fashion that results in actionable recommendations and reports
Network and liaise with international and local actors not limited to government and security professionals
Conduct personnel, facility (office and residences), and operational threat and risk assessments for project activities in Eastern Libya
Make recommendations for security enhancements and modifications and ensure that approved recommendations are implemented
Conduct risk analysis related to programmatic considerations, such as provision of implementation mechanisms for grants and programmatic mitigation measures
Provide regular security briefings and training for project staff, including drivers
Act as a local crisis manager and coordinate security lockdowns, evacuations, and response to security incidents in Eastern Libya

Qualifications:
Bachelor’s degree required
Minimum 10 years of experience in security, crisis management, and research and analysis
Strong understanding of security situation in Libya; experience in Libya strongly preferred
Experience in remote programming support
Experience in low visibility approaches to security platforms
Ability to establish strong working relationships with project stakeholders
Ability to develop relationships with security community, international community, local formal and informal power structures, and other local actors
Ability to resolve conflicts and crises effectively
Ability to work and travel in remote areas of Libya to oversee program implementation and provide technical expertise
Familiarity with tracking systems desired
Excellent written and oral communication and interpersonal skills
Ability to use local intelligence capabilities and local networks to support the project
Ability to gather and analyze information associated with physical, psychological, business, and operations risks
Ability to manage forward planning risk implications and liaise with external agencies and groups in order to leverage resources and knowledge
Demonstrated leadership, versatility, and integrity
English fluency required; Arabic proficiency highly desired
